The condition described could be dilated veins of the spermatic cord. A combination of clinical and ultrasound examination of the scrotum is needed to clinch the diagnosis. Dilated veins of the spermatic cord is not a serious urological condition which is treatable surgically albeit with an established probability of recurrence.
