生殖器出紅點

醫生你好，本人的包皮幾天出了一點紅點，紅點不疼不癢，過幾天紅點會消失但之後又在包皮和龜頭再出來，小便時沒有灼熱和刺痛感覺，請問這是性病嗎？謝謝
