How to transfer PMH to QMH
My baby had seizure on Day 5 when she was born and she was sent to ER then to NICU for two weeks. One month later, she had rashes, and PMH said that its was Med allergy. Now there are brown-black skin pigment, PMH just wrote us a letter for a demonologist, which I think it's more serious than that. So I went to 5 private paed doc until One told me she might have Intercontinentia pigmenti. Is there a way or referral I might get straight into genetic doctor in QMH instead of keep seeing different doctor?

I think you can go back to ask the PMH doctor to refer you to the clinical geneticist either in PMH (I don't know whether is available or not) or to the Department of Health which is a centralized one governing all genetic study in HK. Even if get to QMH,they still require the genetic support from The Department of Health laboratory.
The clinical picture sounds like Incontinentia Pigmenti which usually the girl can survive but the boys die in utero. Seizures & skin pigmentation also resemble. I think most private doctors can only refer you back to the HA hospital as we lack support or link to the geneticist.
